Note 1076350 - Only read fixed pegging in LiveCache order selection

Symptom

In order to reduce some time in the liveCache Module Function /SAPAPO/OM_PEG_CAT_GET_ORDERS introduced by note 1070611 during the CTM
order selection, the reading of dynamic pegging is removed.
The correction is active by setting the planning parameter "FIX_PEG_LC" with Value1 = X.

Implement the following correction which will be active only if note 1070611 is applied with its planning parameter FAST_READ set.
The reading of the dynamic pegging remains active when creating safety stock demands.
